Reports

Land and Water Conservation Funds (LWCF)  is a visionary program established by Congress in 1965 to preserve, develop and assure accessibility to quality outdoor recreation resources for active participation in recreation and "to strengthen the health and vitality of the citizens of the United States (Public Law 88-578)."    

Program Goals are to:

  • • Meet state and locally identified public outdoor recreation resources needs to strengthen the health and vitality of the American people
  • • Increase the number of protected state and local outdoor recreation resources and ensure their availability for public use in perpetuity.
  • • Encourage sound planning and long-term partnerships to expand the quantity and ensure the quality of needed state and local outdoor recreation resources.

LEGISLATIVE & POLICY PRIORITIES FOR 2010

Public Parks and Livable Communities

Land and Water Conservation Fund

  • Provide full and dedicated funding for the Land and Water Conservation Fund (LWCF) at the maximum amount authorized by law.  Ensure that funds are equally distributed to the LWCF Federal and Stateside Assistance programs
  • In FY11,  appropriate $175 million in funding for the LWCF Stateside Assistance Program

Urban Parks

  • Revitalize our urban cities and communities through teh passage of the Urgan Revitalization and Liveable Communities Act (H.R. 3734)
  • Fund the Community Development Block Grant program at $4.2 billion in FY11

Children and Nature

No Child Left Inside

  • Amend the proposed No Child Left Inside Act (S. 866 and H. R. 2054) to ensure park and recreation agencies are defined as eligible partners to receive funding for the Environmental Education Grant/program, the implementation of the state enfironmental literacy plans and the Environmental Education Professional Development Grant program.

Transportation

Surface Transportation Reauthorization

  • Increase funding in the reauthorization of the Surface Transportation Protram for the Transportation Enhancements Program; bike and pedestrian trails; the recreational trails program; boating safety and fishing education; safe routes to school; and other transportation related programs that imporve community health and liveability.

Health, Wellness and Physical Activity

  • Appropriate a minimum of $30 million for the Centers for Disease Control and Prevention's (CDC) ACHIEVE Healthy Communities Program in FY11.
